The Role of Satellite Data in UNEP’s OGMP 2.0 Programme

Methane emissions are one of the most potent contributors to climate change, with the energy sector leading the charge. According to the 2024 Global Methane Tracker published by the International Energy Agency (IEA), emissions from the energy sector were at record highs, with significant large-scale methane releases identified by satellite — 50% more in 2023 than in 2022.

The United Nations Environment Programme (UNEP)’s Oil & Gas Methane Partnership 2.0 (OGMP 2.0) aims to set a global standard for methane reporting by equipping oil and gas companies with a framework to reduce emissions, improve transparency, and drive accountability. While the framework establishes guidelines for measuring and reporting emissions, it does not adequately highlight the role of satellite data in these efforts.

This technical paper discusses the OGMP 2.0 framework, highlights the requirements for operators to achieve Gold Standard, but also emphasizes the ultimate goal of the programme – methane emissions reduction – and carefully examines the role that satellites play in achieving that goal.
