Landfill emissions are now emerging as a concern in the fight against climate change. An estimated 58 percent of the fugitive methane emissions from Municipal Solid Waste (MSW) landfills equivalent to GHG emissions from more than 50 million gas-powered passenger vehicles are from food waste. The Environmental Protection Agency (EPA) is facing increasing pressure to update regulations for municipal solid waste (MSW) landfills due to their role in emitting methane.

Landfills: A Persistent Source of Methane Emissions
While landfills might not be the first image that comes to mind when considering climate change factors, the decomposition of organic waste within them is a major source of methane emissions. When organic materials like food scraps and yard waste decompose anaerobically (without oxygen), they generate this harmful gas.
The concern surrounding landfills is twofold – Underestimated Emissions and missed gas capture opportunities. Traditional ground-based monitoring methods accepted by the EPA may significantly underestimate the actual amount of methane escaping landfills. Actual methane emissions are 1.4 times higher than what’s reported. Studies indicate a large portion of methane escapes before gas collection systems capture it. These gas collection systems that are specifically designed to capture gas are not yet operational in many sites. This “missed opportunity” for methane capture highlights the urgency for improved monitoring and earlier gas capture implementation.

A Call to Action: Strengthening Regulations
A recent letter signed by 21 U.S. representatives urged the EPA to strengthen its existing regulations on MSW landfills. The key demands outlined in the letter focus on three areas:
- Improved Monitoring: Utilizing advanced technologies like aerial and satellite-based methane detection can provide a more comprehensive picture of emissions. According to recent report by GHGSat, global detected methane emissions from landfills have increased in 2023. Both North America and Asia emerged as significant contributors, each emitting nearly 1 million metric tons of CO2 equivalent (MTCO2e) of methane from landfills.
- Earlier Gas Capture: Mandating earlier installation and improved efficiency of gas collection systems would capture methane before it escapes into the atmosphere. Methane emissions from MSW landfills represent a lost opportunity to capture and use a significant energy resource.
- Organic Waste Diversion: Encouraging or mandating programs that divert organic waste from landfills altogether would significantly reduce methane production at the source. Composting and anaerobic digestion are two promising alternatives for organic waste management.

Moving Towards Solutions
There’s growing recognition of the need for action on landfill methane emissions. The Biden Administration’s National Strategy acknowledges the limitations of current monitoring methods and emphasizes the need for improved technologies. The EPA is required to reassess its landfill regulations by August 2024. This presents a significant opportunity to implement stricter regulations that address the issue of methane emissions.
Leveraging advanced technologies, implementing stricter regulations, and focusing on waste diversion programs can significantly reduce landfill methane emissions. This effort requires collaboration between various stakeholders. The EPA plays a vital role in developing and enforcing stricter regulations. Landfill operators must invest in improved gas collection systems and explore earlier implementation strategies. Consumers can contribute by reducing food waste and participating in programs that divert organic waste from landfills.
